Requirements:

Ideal candidate should possess a Master’s degree (MPH, MPA, MBA) in a related field. A Bachelor’s degree and 5-10 years strong experience in mental health, social services or healthcare related facility in a management or director level position is also acceptable. Operations experience, including but not limited to, managerial/supervision, real estate, fiduciary, human resources practices are required. Project management experience strongly preferred. Must possess proficient communication skills and business acumen.

Job Summary

The Director of Operations, in conjunction with the President, will oversee the operational systems, processes and policies in support of the organization’s mission. The Director of Operations will also work in collaboration with outside management services as needed. The Director will provide leadership and direction to management and staff, oversee project management and represent the agency positively and responsively to the community.

Job Responsibilities

Facilities Management

  • Responsible for the oversight of the general facilities management of all clinic sites.
  • Accountable for managing all real estate locations including but not limited to negotiating terms of leases, expenses, and review of all contracted services to all locations.
  • Oversees purchase of all fixed assets and IT services (website, email, servers)

Operations Management

  • In conjunction with CFO reviews and distributes agency productivity goals and monitors productivity programs with members of the Senior Leadership Team.
  • Participate in the negotiate, maintenance and monitoring of all agency contractual agreements and grants including insurance provider contracts (Managed Care), government funding contracts, Medicare, Medicaid, service provider contracts, leases, etc.
  • Research and participate in grant development as well as writing and collaboration of new proposals.
  • Explore and develop business plans for new business locations as necessary.
  • In conjunction with President/CEO and the Senior Leadership Team, provide analysis and recommendations for the business development and growth of the organization.
  • In conjunction with Director of HR, participate in all aspects of Human Resources Management for the Operations Department including but not limited to hiring, transfers, promotions, performance appraisals, corrective action, terminations, etc.
  • Collaborate with management services on financial and HR practices where necessary.

Fiduciary Responsibility

  • The Director of Operations will monitor monthly and quarterly assessments and forecasts of organization’s financial performance against budget, financial and operational goals in conjunction with CFO.
  • In conjunction with CFO, review and distribute short and long term financial and managerial reporting.
  • Assist in developing long-range forecasts and maintain long-range financial plans in conjunction with CFO.
  • Assist in all financial and billing audit processes, including annual independent audit, funding audit and regulatory affairs audits.

Executive Leadership

  • Confer with President, the agency’s Executive Leadership Team, Board Members, organizational officials and staff members to discuss issues, coordinate activities and resolve conflicts.
  • Participate in directing, planning and implementing policies, objectives and activities of the agency to ensure continuing operations, to maximize efficiency and productivity as they pertain to Operations Department.
  • Preside over management committees and participate in groups/forums in neighboring communities that will enhance the communication, goals, objectives and/or services of the agency.
  • Provide leadership to agency staff by example, knowledge and practice of professional skills, relationships and standards

Supervisory/Management Responsibilities

  • Supervise Operations Managers. These managers oversee office specialist staff and facilities in their respective areas of responsibility. 
  • As member of Senior Leadership Team Identify problems in programs, staffing, services, funding and the community while proposing remediation and solutions to such issues.
  • Conduct staff and/or agency meetings on a routine basis.
  • Recommend ad-hoc committees to ensure and enhance the performance of the agency.
  • Directly supervises compliance supervisor, provides oversight of compliance department.
  • Directly supervises quality assurance staff.
  • Directly supervises risk management particularly in the area of HIPAA compliance.

Risk Management/Compliance Management

  • Functions as the Agency’s Corporate Compliance Officer, Risk Manager and Utilization Review coordinator.  Chairs related committees and monitors compliance.
  • In conjunction with Director of HR responsible for responding and representing Agency with respect to claims arising from non-clinical issues.
  • Ensures that programs / services comply with all relevant regulatory, licensing and credentialing requirements—including program compliance with internal policies, procedures and processes; directs non-clinical incident reporting, investigation and review process and other internal and external compliance requirements as appropriate. Chairs related committees and oversees the compliance program as well as the privacy/medical records program.
  • Ensures compliance with New York State Office of Mental Health (OMH) standards and compliance with the Office of Medicaid Inspector General (OMIG) guidelines.
  • Works with the Director of Clinical Services to ensure clinical programs are in compliance with New York State Office of Mental Health (OMH) standards and compliance with the Office of Medicaid Inspector General (OMIG) guidelines.
  • Maintains HVMH Policy and Procedure Manual and ensures adherence to agency policies and procedures

Electronic Health Record System

  • Responsible for oversight, maintenance, updates, and supervision of electronic health record system and team.

Physical Demands

Frequent – standing, walking, sitting, balance, speaking, hearing.

Occasional - reaching, stooping, kneeling, crouching or crawling.

Work Environment – Majority of time is office setting, occasionally on clinical units

Benefits & Hours

Hours: This position’s hours are Full-Time: 35/hours/week. Candidate may be asked to work evening hours as needed by the program.

Salary: Commensurate with experience.
