Program Manager

Provides direction on projects from inception through completion and provides technical and managerial assistance on all aspects of project management to comply with the technical requirements of the contract for the customer.

Competency Requirements

Project Management

• Can describe the major steps in building an accurate business case including obtaining approval from appropriate stakeholders.

• Can describe the major steps in planning, monitoring, and controlling costs including how cost management processes interact with each other and with other project management processes.

• Can describe the major tools and techniques commonly used to establish the required organizational structure and the process to complete a stakeholder analysis.

• Can identify the importance and contents of a project charter and preliminary scope document and explain the strategy and process for involving clients and other stakeholders during the initiation phase to improve the probability of shared ownership and overall stakeholder satisfaction.

• Can create a project plan for projects with a low-to-medium level of integrated plan complexity and can effectively facilitate the preparation and ongoing maintenance of the required set of subsidiary plans.

• Can manage the schedule development for projects with a low-to-medium level of time management complexity and can effectively facilitate the development of a schedule development plan and change control system.

• Can allocate and level resources in projects with a low-to medium level of resource allocation and management complexity and can effectively facilitate the process to match tasks and deliverables to named resources or skill sets.

• Can estimate costs for projects with a low-to-medium level of cost estimating complexity and can effectively facilitate refinement of estimated costs on behalf of the team as more precise information is obtained throughout the life cycle of the project.

• Can plan and control project tasks across multiple projects and detect scheduling conflicts and report issues for resolution.

• Can describe tools and techniques commonly used to facilitate performance reporting such as status review meetings and time reporting systems and to control changes, issues and risks throughout the project's life. Can describe how these are all integrated into a comprehensive approach for controlling the project.

• Can control change in projects with a low- to-medium level of integrated change control complexity and can effectively facilitate the determination whether variances from the plan require corrective action, need new cost estimates or require development of additional risk response alternatives

• Can describe the major process steps in project closing with special emphasis on the cost, time, risk and quality knowledge areas including how closing processes interact with other project management processes.

Leadership

• Can explain the benefits of managing customer, sponsor, and other stakeholder perceptions and expectations to enhance customer service; can describe examples of poor, mediocre, and excellent service and identify their causes and ways to avoid them.

• Can describe organizational change and its potential impact in a project and the available tools, techniques and resources for managing organizational change.

• Can describe the role of a coach and a coaching relationship including how coaching is used within the organization.

• Can facilitate communication among conflicting individuals and can apply active listening skills and probing techniques to understand the nature of the conflict and mediate resolution.

• Can identify the basic organizational structure and formal reporting relationships including describing the characteristics and behaviors valued within the organization.

• Can identify basic concepts of negotiating and describe the characteristics of effective negotiations. Can describe the difference between win-win and win-lose approaches and their benefits and liabilities.

• Can lead a project team to complete a specific project or task including facilitating discussion of team goals, values, processes, roles, and responsibilities.

• Can define the mission, vision, and objectives of the project team, department or unit and identify and discuss key players, issues, and strategies.

• Can identify the organization's core application systems relevant to the project environment, such as, Project Management tools, accounting and management information systems, collaboration systems, etc. Can explain the major functions or services supported.

• Can participate in legal discussions and contract negotiations including identification of contract risks and development of appropriate risk responses. Works with professional attorneys to assure that project level legal requirements are met.

• Can articulate how the project fits into the strategy and financials of the company and translate changes in time, scope, and quality into bottom-line impacts. Can read and interpret relevant financial statements.

Technology

• Can discuss the specific functions and responsibilities of the Technology department or function and identify their key customers and the relevance of their relationship to project function.

• Can work with existing systems as well as develop or take a role in integration and migration plans for a variety of different platforms within project area.

• Can explain the importance of defining and following policies, standards, and procedures and describe technical standards and procedures that affect the project.

• Can describe the roles and responsibilities of Technology and business functions and identify major activities associated with delivering application functionality.

The Program Manager will manage the entire program and be responsible for:

• Serving as the Contractor's main point of contact, and this individual is responsible for the overall performance of the contract

• Planning the entire program across scope, schedule, resources, risk, quality, etc., and monitoring the on-going execution of these areas

• Ensuring that contract requirements, deliverables and service levels are met

• Keeping the CORs and technical designees updated on all aspects of the contract, and making them aware of any contract issues in a timely manner

• Responsible for implementation of the Quality Control Plan (QCP)

• Responsible for all Program Management Plan duties, to include at a minimum:

o Communications Plan generation and management;

o Risk management and mitigation strategies; and

o Work Breakdown Structure management and maintenance.

• Overall personnel Manager for all staff

• Maintaining a positive work environment where ingenuity and resourcefulness foster and team spirit can develop

• Coordinate and collaborate

Our services in the Defense business unit support all branches of the U.S. military and the intelligence community. Our teams provide a variety of support services related to the maintenance and life cycle sustainment of US Navy, US Coast Guard and Customs and Border Patrol fielded C5I systems.
