Work with top management as thought partner to develop and periodically update what the company structure should be to fulfill its current and future mission and goals.Work with area managers to establish annual labor budgets. 

Establish industry benchmark information to hold company’s personnel and labor expenses very competitive with other companies.Recruit, interviews, tests, and selects employees to fill vacant positions working closely with hiring managers.  Would include such things as sourcing and screening a slate of candidates to interview with the hiring manager, negotiating compensation, etc.

Work with all parts of the organization to keep a tight hold on costs in general – specific examples include expense report policy and review, not working a full day for a full day’s wage (e.g. time clock), abuse of vacation and/or personal time, overtime etc.

Develop, implement and hold managers accountable for an excellent performance review process which includes clear goals and tangible objectives for each employee that furthers the company’s mission and strategic and financial goals.  Include positive and negative incentives significant enough to ensure everyone is pulling their weight and adding the value they were hired for.Conducts wage surveys within labor market to determine competitive wage rate.

Prepare budget for human resources operations and manage costs to fall within it.Effectively maintain comprehensive personnel records/files required by law and in keeping with business best practices.  This should include keeping records of benefits plans participation such as insurance, personnel transactions such as hires, promotions, transfers, performance reviews, and terminations.

Maintain and administer company payroll system (e.g. enter new employees, update benefits withholdings, etc.)Handle proceedings such as unemployment disputes, child-care payments, etc. and represent organization at personnel-related hearings and investigations. 

For workers comp. claims work closely with and share the load with the company’s claims specialistAdministers benefits programs such as life, health, and dental insurance, pension plans, vacation, sick leave, leave of absence, and employee assistance.   Very importantly includes devising intelligent approaches to health care insurance renewals to hold company’s cost to the absolute minimum while providing competitive benefits packages.  Also conducting the annual enrollment meetings.

Plan and conduct new employee orientation to foster positive attitude toward Company goals.Writes directives advising department managers of Company policy regarding equal employment opportunities, compensation, and employee benefits.

Coordinates management training in interviewing, hiring, terminations, promotions, performance review, safety, and sexual harassment.Develop and track annual employee training and other recurrent requirements.Advise management in appropriate resolution of employee relations issues.

Responds to inquiries regarding policies, procedures, and programs.Prepare employee separation notices and related documentation, and conducts exit interviews to determine reasons behind separations.

Recommends procedures to reduce absenteeism and turnover.Work with accounting to manage any outside brokers or vendors the company chooses in the human resources area to use to ensure a high level of service/results at low cost.

Promote, instigate and sometimes personally organize employee morale building events and activities (e.g. take responsibility for holiday meal event planning & coordination, ensure each location has a budget for employee events such as regular driver BBQs and carry’s them out, establish a company newsletter).

Act as an employee advocate and authority that appeals can be made to.
