Support Services Manager– Full Time – NC (Waterfront)

Episcopal Community Services of San Francisco (ECS) is dedicated to providing shelter, meals, housing, education, and support services to homeless and very low-income women, men and families. 

ECS serves approximately 7,000 individuals annually. The organization has an operational budget of $28 million, assets of $6 million and employees 294 persons. Additionally, ECS provides partnership management and asset management services to its housing affiliates, with annual operations of $5 million and assets of $45 million.

The goal of the Navigation Center is to provide a warm, welcoming environment of support and services tailored to the unique needs of San Francisco’s homeless population living on the streets.  The Center will be operated differently than the existing San Francisco single adult shelter system in that it will be low-threshold with minimum rules and requirements in order to attract the most hard to serve homeless who usually refuse to navigate the existing shelter system. 

Up to sixty-four homeless single adults and couples without children will be accommodated at the Navigation Center located at 25th Street at any given time.   This one-stop center will provide short-term stays based on harm reduction principles with the objective of providing intensive services leading to housing or treatment exits as quickly as possible.  This environment will be unique in that it will be developing trusting relationships with people that have lived on the streets and don’t usually enter shelter.  It will be a low threshold, minimal rule environment with a harm reduction focus.

SUMMARY OF DUTIES AND RESPONSIBILITIES:

1 The Support Services Manager will work with the Office of HOPE Director, HSA and all partner agencies to exit participants into appropriate housing and/or treatment, providing smooth transitions and follow up after care when necessary.

2. Will maintain strong collaborative relationships with Navigation Center 1 located at 1950 Mission Street and CHP case management staff at the Civic Center hotel to increase Navigation Center efforts by creating intensive case management treatment plans, allocating Navigation Center resources and serves as liaison in maintaining records and checking progress for CHP staff.

3. Serves as liaison for HSA, THC, DAH, VA, Placement Team, HOT and Coordinated Entry etc., for housing referrals. 

4. Provides supervision and manages the Navigation Center case management team, which consists of four case managers, a database compliance/program coordinator and a part-time Guest Service Coordinator, including hiring and disciplinary actions. Also collaborates with a clinical supervisor who is an independent contractor and who will provide weekly clinical supervision to the case management team.

5. Provides case management related training of Navigation Center case management team and operational staff, including creating training manuals.

6. Ensures clinical support and training in areas of competence in working with at-risk homeless populations and provides resources for crisis intervention, advocacy, conflict resolution and behavioral health assessments, including building new relationships with partnered and outside agencies.

  7.  Together with the controller’s office, assist the monitoring and reporting of data collection procedures associated with ECS needs and funding for City contracts in client/participant files, and Navigation Center database regarding demographic data and services provided to clients/participants.

8. Assist in leading weekly Navigation Center meeting/case conference; and assist in leading group clinical supervision if licensed clinical social worker.

9. Together with HSA and the Director of Navigation Center from the office of HOPE, identifies barriers and advocates for system change and documents progress for clients to receive CAAP benefits.

  10. Follow and implement all policies and procedures of Episcopal Community Services and The    Navigation Center.

11. Establish and maintain a positive working relationship with employees, volunteers, and participants of The Navigation Center, Episcopal Community Services, and with outside agencies.

12. Attend all meetings as assigned.

13. Perform other duties as assigned.

REQUIREMENTS:

Requires Licensed Clinical Social Worker. Bachelor’s Degree in Social Work, Psychology, Counseling or a related field, and at least two years paid work experience with homeless adults with multiple disabilities or an Associates Degree with five years paid related work experience.  Must be computer literate.  Must have excellent verbal communication skills, be committed to the mission of The Navigation Center and Episcopal Community Services and possess a good working knowledge of and a sensitivity to individuals with substance abuse and/or mental health issues

such as: PTSD, psychosis, borderline behaviors, bi-polar, etc.  Possess a strong knowledge of social services; as well as mental health resources for low-income adults.  Must be excellent at charting, record-keeping, and assist in the development of a community resource list/file.  Will maintain professional, respectful, honest interactions with participants, staff and outside agencies. Must be able to work as part of a multi-disciplinary team and be sensitive to a diverse participant and staff population.

OTHER:

Must secure finger image screening and annual TB screening.  Must be able to meet physical requirements of the position.  These may include long periods of walking, sitting at a desk and/or computer station; lifting items that weigh up to 40 pounds; reaching, bending, carrying and stooping within the daily routine of tasks and activities.  Must be able to move from place to place.  Will honor and abide by ECS and regulations, including confidentiality.
