We are seeking a fulltime Program Manager with extensive experience in establishing a project management discipline across a government entity.  The successful candidate must possess in-depth experience in implementing the PMI PMBOK methodology and extensive experience as an Agile practitioner.  This candidate must be competent in tailoring and implementing project management practices and procedures for a federal agency and its offices. 

The candidate must also possess experience in Federal Government status and EVM reporting and support for business process definition, analysis and management using related tools and practices.  Expert knowledge of project management tools, such as, MS-Project, Primavera, ProSight and MS-Office is also required. PMP Certification or equivalent is required.  The candidate must also have a demonstrated ability to organize work and to lead others and must also be able to work with a variety of people and departments, even when their backgrounds and disciplines are dissimilar.  

Experience working on projects for Federal agencies is desired. Knowledge and experience in Capital Planning and Investment Control (CPIC), Enterprise Architecture (EA), Cyber Security, Agile and FITARA are critical requirements.

Educational Experience:

A minimum of a Bachelors degree in Business Administration, Accounting, Finance, Management, Marketing, e-Business, Communications and Management Information Systems and at least 12 years of experience in the field are required.  The successful candidate must have 8 years of experience as a project manager, have similar project management experiences and is required to have at least 12 years of knowledge and practicing IT.

Responsibilities:

 The successful candidate must be able to perform the following tasks:

1.      Rollout a comprehensive IT strategic management implementation framework with focus on definition of goals, objectives and performances measures definition and reporting. Tasks include:  

-Updating of IT Strategic Plan

-Documenting of goals, objectives and measures

-Mentoring end users and documenting of scorecards and reports.

2.      Perform Client Specific Tasks

-Assist the client in the development of a framework for implementing a project management discipline across government agencies and divisions

-Assist in the development of enterprise policies and procedures that support CPIC, EA and PM integration into project delivery

-Train and mentor project managers and end users as needed.

3.      Project Management, Coordination & Administrative Support

-Develop and maintain project schedules/WBS

-Develop & maintain Project Plans over the contract duration

-Define the project tracking approach to be used by the team members  

-Prepare monthly status report.
